James E. Groff is a dedicated advocate and researcher with a passion for supporting the DeafBlind and DeafPlus communities. As the DeafBlind/DeafPlus Liaison for the Eastern Panhandle Deaf Alliance (EPDA), he works to bridge communication gaps, promote accessibility, and advance policy initiatives that enhance the lives of individuals with disabilities.
With a background in public administration and divinity, James specializes in grant research and writing, helping secure essential funding to support EPDA’s programs and initiatives. He collaborates closely with the Executive Director to identify funding opportunities, develop proposals, and ensure compliance with grant requirements.
In addition to his work in grants, James conducts in-depth research and data analysis focused on West Virginia’s Deaf, DeafBlind, and Hard of Hearing communities. His expertise in policy analysis helps shape advocacy efforts, ensuring that EPDA remains at the forefront of legislative and systemic change.
Committed to empowering marginalized communities, James continues to use his skills in research, data collection, and grant development to drive meaningful impact across the state.
In his free time, James enjoys reading, writing, sports, politics, and bible studying. He’s also known to be an armchair quarterback, following his favorite teams with enthusiasm.
